一次 raw 调用的判定上下文

Remarks

domain 是注入的——判定不自带清单。自带一份就是 spec.md 明令禁止的第二份真相，而这一份恰好是 「哪些表受保护」的定义，漂移的代价是静默放行。

与核心的 RawWriteContext 不是一回事，所以不同名。 那一个是适配器与核心之间的接缝 （能力位 + 一个转交入口），这一个是判定的输入（域）。同名会让「适配器交出来的 那份能不能直接喂给判定」变成要逐字段回忆的问题，而两者恰好都有 capabilityEnabled—— 结构类型于是会在某些方向上悄悄放行。
